Yes and no.
We noticed that if you hid chat, and then dimmed the stream it would make chat reappear. Toon implemented a fix for that and I believe this is an unfortunate bug. I'm currently reporting the issue.
EDIT: Not a bug, just toon experimenting. Bare with us.

I believe Toon is trying out a new chat feature, not 100% sure just a guess on my part. Just press the button next to full screen to un-dim the screen if it happens (the button that looks like a light bulb).
That rug really tied the room together...
