Gotta agree with CL. While they most likely COULD wish 16 back into existence, it wouldn't be back to 'life', therefore it would require an extra wish.
Does Babidi's magic make Vegeta stronger, or just evil again?
I think it made him slightly stronger. Remember, Vegeta chose to become possessed willingly but he maintained control of himself. The part where he says 'the only thing a saiyan never forgets is his priiiiiiiddeeee' is proof of that. Also, he didn't kill Goku, he spared his life (even though Goku was holding back anyway). Plus, if he was evil I doubt he would have gone on to fight Buu and ultimately sacrifice his own life for it. I think he was under the spell until he died.
But remember during his fight with goku he said he wanted to go back to the way he was before? He siad he wanted to be cold hearted and ruthless and that he couldn't he if kept being nice. That's the reason he let babidi take control, so he could have an evil heart.
True, but he couldn't have possibly had an evil heart if he still managed to confess his deepest feelings to Goku. Plus, if he was really evil he wouldn't have been telling Goku anything. He would have been focused on trying to kill him and not on telling Goku how evil he wanted to become. I think Vegeta was sick of being second to Goku and used Babidi's power for his own personal gain.
So I'm watching the episode "Cell's Breakdown" today in which Super Saiyan x2 gohan basically makes cell puke up 18 from sheer power. Again, due to the arrogance of the saiyan, Gohan waits to kill cell and it costs him his father's life. I ask, does anyone think Goku could have defeated cell on his own? Now, this may seem absurd be here's my reasoning:
When Vegeta was released from the HTC he was stronger than cells 2nd form could handle. Goku has always been stronger than Vegeta. When Goku was released from the time chamber he easily went toe to toe with Perfect Cell. He knew every technique cell tried against him. not to mention he didn't even use his full energy. He simply retired the match and let Gohan take over. Not to mention Gohan needed Goku's power to put cell to rest. Any thoughts?
Goku fought cell with everything he had in him. He was actually trying to win to test his power but found out that cell was still stronger than him, so instead of just dying he did the smart thing and just gave up. Gohan said he thought goku was holding back but goku said gohan was just comparing goku's power to his own.
Hmm it seemed like he held back in my opinion. Maybe I have to watch it again, I haven't seen the episode in a few years. I think Goku could have easily said Gohan was comparing his power to his own because it's his son though.
When Goku was fighting Cell's children (the lil' ones) he was getting his butt whooped. So, I'm under the impression he could not have finished off Cell on his own.

My best guess is that android 16 wasn't human to begin with. Can't revive robots. He was never technically 'alive' because he was Dr. Gero's personal experiment.
